Since 75 BSV from each of them is not up to 100 BSV required on both side or Mr Joe’s Binary, it is therefore expected that either Joe gets 1 extra person to each side with a minimum of Newbie (35 BSV) or let his first 2 direct downlines introduce 1 person minimum to enable Joe accumulate a total of minimum of 100 BSV to left and 100 BSV to his right required to earn 1 Pair Commission of $50.
